The module introduces the methodological model of the Coastal and Maritime Tourism Observatory in the Mediterranean. It explains how the Observatory transforms tourism data into reliable indicators that support evidence-based decision-making. The framework follows international standards, particularly the UN Tourism Measuring Sustainable Tourism (MST) approach and European statistical practices. It establishes common definitions for coastal areas and distinguishes between coastal and maritime tourism to ensure consistent monitoring.

The methodology is structured around four sustainability dimensions: Economic, Social & Cultural, Environmental, and Governance. It also presents the main thematic subtopics monitored under each dimension. Findings from pilot consultations in Corfu, Rhodes, and Dubrovnik demonstrate how stakeholder feedback improved the framework. The model emphasizes the importance of reliable, comparable, and regularly updated data. Finally, indicators are classified into Tier 1, Tier 2, and Tier 3 according to their data availability, methodological maturity, and operational readiness. Overall, the methodological model provides a practical and internationally aligned foundation for monitoring sustainable tourism development.
